Answer: The Philippines being of a tropical climate has only two seasons, dry and wet. The dry season runs from November to May. Generally the best time to visit would be during the dry season, so April seems like an ok time to visit. However be prepared for hot temperatures as May is the country’s hottest month.
I don’t believe there to be any specific health risks you should be aware of before visiting the Philippines.
